Specification 23 13 23 Facility Aboveground Fuel-Oil Storage Tanks, paragraph 1.04 E. 3.05 requires 3 to 5 psig test of inner tank and interstitial space (or 5.3 in. Hg vacuum) held one hour for tanks not factory tested or code stamped, and preparation of test and inspection reports. During construction.
